Transition From Developer Control
A condominium or homeowners association is established in advance of the first sale of a unit or home by the developer. At its point of establishment, the board of directors is appointed by the developer. The developer board operates the association until such time as either voluntarily or on a schedule mandated by statute the developer board resigns and a board elected by the unit/lot owners is elected. That changeover of the makeup of the board is known as transition or turnover.
